Drilling a hole into the enclosure as it was done here, voids the NEMA listing of the enclosure. Water can ride down the ground wire and penetrate the enclosure and could subsequently short out the wiring or cause corrosion. The proper location would have either been on the bottom of the enclosure using the appropriate connector for the purposes intended, or using a conduit raceway to enter the box with the ground wire running in the raceway.
